BCYR Bylaws and Constitution

 

Bylaws

 Article 1: Name 

The full name of the society is British Columbia Young Riders Dressage. 

Article 2: Objective 

The purpose of the society is to develop and promote a high standard of achievement among youth dressage riders (ages 12 to 21 years) in British Columbia.

 Article 3: Members 

The society is open to individuals aged 12 to 25 residing in BC who are interested in or training and competing in the sport of dressage. While training with a certified EC coach is not a mandatory criterion for membership, it will be encouraged. 

All members shall have voting rights on matters that concern the general membership as designated by the executive. 

Membership dues are renewed annually at a fee set by the executive committee. 

Article 4: Board of Directors 

The governance of BC Young Riders in all matters will be vested by a volunteer board of directors. Positions of board members include:  

Chairperson

Secretary

Treasurer

Registrar/Communication Co-ordinator

Awards Co-ordinator

Clothing Co-ordinator

Fundraising Co-ordinator

Rider Development Co-ordinator 

Positions may be combined such that the executive is not less than 4 and not more than 10 people. 

The Board of Directors is to be elected or acclaimed by the general membership in January for the following year. The term of office for board members is a minimum of two years.  

     The Board of Directors will appoint a coach representative. 

 A rider representative, aged 18 to 25 will be elected by the membership for a one year term. 

Article 5: Meetings 

Executive meetings are to be held at least 8 times per year at a location chosen by the group.  

A minimum of 60% of Executive Committee members must be present to pass a motion.  

General (i.e. member) meetings are held at least 4 times a year and are called by the executive. One of these meetings is to be a year-end

meeting in October, reviewing the past year’s activities and seeking input from the membership regarding future programming. 

A year-end awards banquet will be held annually in November/December. 

Article 6: Communication 

Proceeds of all meetings will be recorded as minutes by the secretary and maintained in the BCYR archives for future reference. 

A separate record will be kept by the secretary of motions passed at each meeting, organized by category. 

A summary of proceedings of all executive meetings will be sent to the membership and coaches following each meeting. Summary to be reviewed by executive prior to release. 

Article 7: Fundraising 

Fundraising will be undertaken on an ongoing basis to support the goals of the organization and its membership. Funds will be allocated according to the annual budget to be developed by the treasurer in consultation with the Board. 

Article 8: Awards 

Member awards will be given out annually at the awards banquet. 

Board and Committee Chair Roles

Chairperson

Presides over all meetings

Prepares agenda

Serves as official spokesperson/representative of organization

Determines presence of a quorum

Conducts meeting in fair and equitable order

Delegates organization of year-end banquet

Abstains from voting except in the presence of a tie.

Secretary

Sends out notice of Executive Meeting and confirms attendance

Prepares and distributes minutes

Writes all required correspondence for the organization.

Maintains motion book.

Treasurer

Receives all incoming money

Disburses money according to instructions of Executive Committee

Maintains books and records

Reports regularly on financial status of group.

Membership and Communications Co-ordinator

Maintains list of members and coaches.

Communicates regularly with organization via email re news and special events

Provides content for website.

Responsible for media relations

Fundraising Co-ordinator

Initiates and organizes fund raising efforts with assistance of Executive Committee and membership.

Coach Liaison

Provides coach perspective at Executive Meetings

Rider Development Co-ordinator 

Organizes rider development clinics.

Organizes educational programming for member meetings with assistance from Executive Committee.

Member Representative

Represents interest of members at executive meetings.

Welcomes all new members by email and makes introductions at meetings.

Provides content for website.

Writes thank you notes to clinic sponsors.

Awards Program Co-ordinator

Organizes BCYR awards program.

Clothing Program Co-ordinator

Organizes BCYR clothing program.

 

Constitution 

  1. The name of the organization is British Columbia Young Riders Dressage.

  1. The purpose of the organization shall be to develop and promote a high standard of achievement among youth dressage riders (ages 12 – 21 years) in British Columbia particularly by:

    1. Offering speakers, educational programs and riding clinics for all levels of riders.

    1. Providing practical and financial assistance to those riders who achieve qualifying scores to attend the North American Young Rider Championships and/or other national or international events.

    1. Providing social and networking opportunities to encourage camaraderie, team building and good sportsmanship among group members.

  1. In the event of dissolution of the organization, funds and assets of the organization remaining after the satisfaction of its debts and liabilities, shall be given or transferred to such organization or organizations promoting the same purposes as this organization, as may be determined by the members of the organization at the time of winding up or dissolution, and if effect cannot be given to the aforesaid provisions, then such funds shall be given or transferred to some  other non-profit organization.

  1. The purpose of the organization shall be carried out without purpose of gain for its members and any profits and or other accretions to the organization shall be used for promoting its purpose.

  1. Paragraphs 3 and 4 of the constitution are unalterable in accordance with the “Society Act”.
